Submission of Online Plans via the MABAT System (Uniform Structure)
This service enables submission of Town Planning Schemes through online system, in accordance with the MABAT procedure (Uniform Structure for Plans).

Who Can Use the System
- Certified architects and licensed surveyors
- Employees of architecture and engineering planning firms
- Employees of planning institutions
- Employees of Local Planning and Building Committees
- Planning examiners within the Planning Administration district offices
- Government ministry and government authority employees working in the planning sector
How to add additional architects or planners to plans opened by another user (such as the firm owner):
- Log in to the MABAT system
- Submission is carried out following authentication via the National Digital Authentication System, providing a personalized service after a brief, one-time registration, while ensuring maximum security to protect against fraud and identity theft.

2. Access the specific plan where the additional users need to be defined. Proceed to Step A on the "Plan Details" update screen, click on "Plan User Details" and add the information of the additional users.

How to Submit Plans
- Prior to submitting the plan, you must obtain access authorization corresponding to your role.
- Access the System: Log in to the MABAT system.
- Authenticate by using a smart card. For system login support
- Fill out the details of the plan regulations in accordance with the MABAT procedure. To view the MABAT procedure – click here.
- Attach AutoCAD files for the blueprint map and any other relevant document according to the submitted plan.

Subsequent Plan Processing
- A properly submitted plan is forwarded for review by the planning institutions.
- If there are technical errors, the system will generate a report for the plan submitter.
