Apply for a mobility board to set your eligibility for mobility benefits from the National Insurance Institute
You can here submit an application to a medical mobility board to determine how mobile you are to get mobility benefit or other benefits from the National Insurance Institute.
People who want to apply for a mobility board from the National Insurance Institute (HE) must first undergo an asessment by a Ministry of Health medical mobility board to set the percentage of mobility disability only.
The medical board checks these factors:
- if your disability is specified in the disabilities list (HE) for NII mobility benefits or benefits (HE) to buy a suitable vehicle;
- if you need a wheelchair;
- if your disability is permanent or temporary
- The board can only determine disabilities that are on the NII disabilities list (HE). It cannot assess other disabilities.
The service is free of charge
- Israeli resident between ages 3 to 67
- If you’re over 67 and have received benefits before, you can apply for re-examination. You’ll need to get NII approval first
- If you're two siblings or more with mobility disability, living in the same household, you can apply, even if the age of one of you is less than 3 years
You can only get NII benefits for mobility disabilities if your disability affects your legs and is on the disabilities list, for example:
- paralysis
- amputations
- joint dysfunction (tears, rigidity, phantom limbs)
- blocked leg arteries
- abnormally short lower extremity
- lower extremities lymphatic system disorders
- short stature (height)
Who is not eligible for a mobility benefit?
Some people can have a mobility disability, yet they might not be eligible for mobility benefits, because their diagnosis is not on the list. This might be because their disability is not due to leg dysfunction, for example: cardiac failure, renal failture, metastasized cancer, just pain, problems affecting leg veins.
Attach the following documents to your request for a mobility committee:
- 2 copies of up-to-date medical records
- if your doctor has told you that your disability fits section 8 on the disabilities list, attach up-to-date results of a Doppler ultrasound test of your leg arteries. If you don’t have up to date results, you’ll be referred to a licensed clinic for a Doppler ultrasound test
- If you use a wheelchair, also attach:
- a receipt or other purchase or lease document for your wheelchair
- confirmation from a doctor or physiotherapist that you need and use a wheelchair
- a copy of your valid driving license, if you have one
To apply to a medical mobility board go to your doctor and have the doctor fill out the online application or download and print a form. You can submit an application that is not certified by a doctor, if you attach relevant medical records.
The filled out form and attachments can be submited in person to a district health bureau where you live, or online. If you submit the documents to a regional helath bureau, they will be sent to the district health bureau.
The list of district health bureaus that provide this service (HE)
Your application will be reviewed by doctors of the district health bureau. Next you will get one of the following messages:
- An appointment for assessment (including an information sheet). You can view the details of your committee summons in the personal area of the government portal.
- Denied (the criteria for an assessment are not met)
- Request of other medical tests
- Referral to a Doppler ultrasound
An appointment will be set with 2 weeks notice.
You will have to present these documents to the mobility board:
- all relevant medical documents related to your disability that affects your legs, for exampl, X-rays, MRI, ultrasound
- any other medical documents you think are also relevant
- your ID
Note: all documents must be originals or certified copies signed by a lawyer, judge or registrar.
The medical mobility committee will invite you for a physical examination and review your medical documents. You can bring a chaperone. During the examination your dignity and your privacy will be maintained.
You must be present, because this is the only way the board can make the proper assessment according to the list of disabilities.
In rare cases, you or someone on your behalf, can request a mobility committe in absentia (when you are present). This has two prerequisites:
- you have unequivocal original documents with an undisputable diagnosis, the type of disability, its severity and its impact on your mobility in accordance with the disabilities list.
- this exception must approved by the health bureau doctors and the directors of the Ministry of Health Rehabilitation Department Medical Unit.
- On the basis of the medical examination and the submitted documents, the medical board will determine what your disabilities are.
- If your disability is on the disabilities list, and a mobility disability percentage has been set, the board will decide whether you need a wheelchair temporarily or permanently (note that a mobility scooter is not considered a wheelchair).
- The board's decision and proceedings will be sent to you and the National Insurance Institution.You can view the details of your committee summons in the personal area of the government portal.
- To get a mobility benefit or other benefits, you'll need to be in touch with the National Insurance Institute.
- You can dispute a medical mobility board decision within 60 days of receiving the decision (protocol)
- You can dispute a decision concerning you, a family member or a friend
- Submit your dispute in one of the following ways:

- Note that a dispite might result in less benefits and rights
- You can cancel your dispute within 2 weeks from approval of a submission of a dispute
