Managing and Resolving Legal Disputes Between Employees and Employers
This service enables current and former employees and employers involved in an employment dispute to clarify their rights and attempt to resolve the dispute without resorting to legal proceedings. If the dispute cannot be resolved, the service also enables users to file a claim online with the competent Regional Labor Court.
1. Checking Rights
The service enables employees and employers to determine which basic statutory employment rights apply to their particular circumstances. These are statutory rights that employers are legally required to provide to employees and that cannot be waived or limited by agreement between the parties. They include, for example: recuperation pay; sick pay; wages that are not lower than the statutory minimum wage and others
2. Calculating Entitlements:
The service enables users to calculate the amount payable in respect of each statutory employment entitlement, having regard to the circumstances of the case and the applicable terms and conditions of employment.
3. Preparing for Negotiations Between Employees and Employers:
After the entitlement calculation has been completed, users may print the calculation results and rely on them when approaching the other party directly in an attempt to resolve the disputed issues without legal intervention.
4. Demand Letter Before Initiating Proceedings in the Labor Court
If the parties are unable to resolve the disputed issues, the service assists employees in drafting and sending a demand letter to their employers before initiating proceedings in the Labor Court.
5. Assistance in Drafting and Filing Pleadings
The service enables users to draft a Statement of Claim under the Expedited Proceedings procedure and file it with the Labor Court through the service. In the future, the service will also enable users to draft and file a Statement of Defense.
- The service may be used to calculate all statutory employment entitlements due to employees.
- The maximum amount of a Statement of Claim that may be filed with the Labor Court through the service under the Expedited Proceedings procedure is NIS 40,700 (as of 2026).
- This amount is updated annually on 1 January in accordance with the Consumer Price Index.
- Where the parties to the employment relationship have not reached an agreement, the service enables a claim to be filed in the following circumstances:
- Claimants are salaried employees who have not received the full statutory employment entitlements to which they are legally entitled during the employment relationship.
- Defendants are employers with whom the salaried employees currently have, or previously had, an employment relationship.
- The Labor Court has jurisdiction only over proceedings arising from an existing or former employment relationship between an employer and a salaried employee. Accordingly, self-employed persons may not file claims with the Labor Court and may not use this service.

To draft and file a Statement of Claim manually:
1.Download the Statement of Claim form to your computer.
- Complete the form electronically and print it.
- It is recommended that you also save a copy of the completed form on your computer.
- The Statement of Claim form is also available from the Secretariats of the Labor Courts.
2. File the Statement of Claim, together with the supporting documents, in duplicate, at the public service desk of the Labor Court Secretariat.
- If there is more than one defendant, attach one complete additional copy for each additional defendant.
3. Submit copies of the documents only. Do not submit original documents.
4. At some Labor Courts, an appointment may be scheduled for the public service desk of the Labor Court Secretariat.

The claim will be filed with the Regional Labor Court having territorial jurisdiction over the employee's workplace or the place where the work was performed.
The system will automatically assign the claim to the Regional Labor Court having local jurisdiction to hear the case.
There are five Regional Labor Courts:
- Jerusalem Regional Labor Court – Jerusalem District
- Bat Yam Regional Labor Court – Tel Aviv District
- Haifa Regional Labor Court – Haifa District
- Be'er Sheva Regional Labor Court – Southern District
- Nof HaGalil–Nazareth Regional Labor Court – Northern District
- The entitlement verification and calculation stage is provided free of charge and does not obligate either the employee or the employer.
- Filing a claim is subject to payment of a court fee.
- Claims of up to NIS 40,700 (as of 2026) are heard under the Expedited Proceedings procedure.
- The court fee for such proceedings is 0.5% of the amount claimed, but not less than ₪84 (as of 2026).
No court fee is payable in respect of claims for the following employment rights:
- wages
- payment for work performed on holidays
- overtime pays
- payment in lieu of accrued annual leave
- recuperation pays
- sick pay
- reimbursement of travel expenses
- holiday pay
- payment in lieu of prior notice
For the purpose of calculating entitlements, it is advisable to prepare any documents that may assist in calculating the amounts received, including, among others, payslips, Form 106, attendance records, and pension statements.
When filing a claim, it is advisable to attach the following documents to the pleadings:
- employment agreement or notice setting out the terms and conditions of employment;
- salary slips;
- attendance records;
- pension statements, including contribution reports and balance statements, where relevant to the claim;
- 106 Forms for the relevant period;
- dismissal letter or letter of resignation, where the employment relationship has ended;
- notice summoning the employee to a hearing (if a hearing was held);
- any other documents relevant to and supporting the parties' claims;
- where the employers dispute the calculations submitted by the claimants, alternative calculations should be attached.
- The Statement of Claim will be filed online and reviewed by the Labor Court Secretariat.
- Once the Statement of Claim has been approved, it will be served on the defendants, together with a requirement to file a Statement of Defense.
- After the Statement of Defense has been filed, a mediation meeting will be scheduled as part of the judicial proceedings in order to assist the parties in resolving the dispute by agreement. If the parties reach a settlement, notice of the settlement will be submitted to the Judge, who will give it the force of a judgment.
- If the parties do not reach a settlement, the case will proceed to a hearing before a Judge of the Labor Court.
Tracking the Claim
- You should monitor the processing of the claim through Net HaMishpat using the case number. The system may be accessed through the National Identification System or by using a smart card.
- You may also contact the Courts Administration Information and Service Center during its business hours to obtain additional information and to follow the processing of the claim.
