Request to Be Included in the List of Emergency and Assistance Centers Whose Calls Cannot Be Blocked
This service allows emergency and first aid assistance centers, both physical and psychological, that meet the conditions set forth in the regulations, to submit a request to be included in the list of emergency and assistance centers whose calls cannot be blocked.
Before You Begin
The Ministry of Communications maintains a list of emergency and assistance centers for physical or psychological first aid (hereinafter referred to as "Emergency Centers"). These centers meet the standards outlined in the Telecommunications (Telecommunications and Broadcasting) (Prohibition of Blocking Calls to Emergency and Assistance Centers for Physical or Psychological First Aid) Regulations of 2024 (hereinafter referred to as "the List" and "the Regulations," respectively). These centers have submitted a request for inclusion in the List, and calls to them cannot be blocked.
Who Can Submit the Request
Emergency and assistance centers for physical or psychological first aid that meet the conditions set forth in Regulation 2 or Regulation 3(2) of the Regulations.
What to Include with Your Request
- An affidavit signed by an executive of the organization operating the emergency center is required. This affidavit should explain how the center meets the conditions outlined in Regulation 2 or Regulation 3(2) of the Regulations.
- Additionally, an emergency center that complies with the conditions specified in Regulation 2(3) must include annual certification from a lawyer or accountant. This certification should confirm compliance.

How to Submit Your Request
You must complete the application form to be included on the list of emergency and assistance centers whose calls cannot be blocked. Additionally, attach the required documents and submit the form.
Further Processing of the Request
- The request will be reviewed by an authorized official at the Ministry of Communications. If the emergency center meets the conditions outlined in the Regulations, its phone number will be added to the list of emergency and assistance centers that provide physical or psychological first aid, and whose calls cannot be blocked.
- Once the phone number is included in the list, all authorized telecommunications service providers will be notified.
- If the authorized official determines that the request is lacking necessary documents or that the submitting entity does not comply with the conditions specified in the Regulations, they will inform the applicant of the refusal to publish the details, providing the reasons for the refusal, or may request additional information and documents as needed.
Notes
If the authorized official determines that an emergency center listed does not meet the conditions set forth in Regulations 2 and 3(2), the official will remove the emergency center's name and phone number from the list, after providing the center with an opportunity to present its case.
