Operator Certificate in the Maritime Field

1. The Administrator – the person in charge of managing radio frequencies and who reports directly to the Director General of the Ministry, according to the Wireless Telegraph Ordinance [New Version], 5732 - 1972.
2.  A certificate is issued pursuant to the Wireless Telegraph Ordinance [New Version], 5732 - 1972 and pursuant to the Wireless Telegraph Regulations (Licenses, Certificates and Fees), 1987 - 1987.

Following are details of the Grades
•    REO – Radio Electronic Officer – dedicated radio and electronics officers in the merchant navy. 
•    GOC – General Operator Certificate – deck officers in the merchant navy who operate a mobile wireless station on a ship in international trade. 
•    ROC – Restricted Operator Certificate – officers in the merchant navy on ships in national trade and for all crews on duty in a merchant navy ship.

Following are details of the Grades

•    LRC – Long Range Certificate

Long-range operators that include a license to operate a mobile wireless system that includes at least one of the following:

• DSC voice systems in the very high frequency range (156 - 173 MHz) or high frequency range (2 - 30 MHz). 
• Inmarsat C type wireless satellite station (other satellite wireless stations that operate with the help of a SIM card do not have an operator’s license, similar to any other national mobile phone).
• EPIRB (Emergency Position Indicating Radio Beacon) and PLB (Personal Locator Beacon). 
• Homing means – SART (Search and Rescue Transponder) – which does not require a license to operate them, but knowledge of the operation thereof is required to prevent false alarms and the unnecessary triggering of the emergency systems.

•    SRC – Short Range Certificate

Short range operators including at least one of the following:

• Very high frequency system (VHF) in the field of speech and DSC (Digital Selective Calling). 
• EPIRB (Emergency Position Indicating Radio Beacon) or PLB (Personal Locator Beacon). 
• Homing means – SART (Search and Rescue Transponder) – which does not require a license to operate them, but knowledge of the operation thereof is required to prevent false alarms and the unnecessary triggering of the emergency systems.

•    Coastal Range Certificate – CRC.
Beach range operators who operate at least one of the following:

• The lifeguards at bathing beaches, owners of jet skis and fishermen who sail up to a distance of 4 miles from the shoreline. 
• Operation of equipment in the maritime field to call for help and call the search and rescue systems in the country. 
• These systems operate on international frequencies and channels, which are also used by ships and professional boats. A license is required to operate them.
   

• In accordance with the rates as published in the Wireless Telegraph Regulations (Licenses, Certificates and Fees), 5747 - 1987, or any other update notice that will replace it.
• It is possible to pay through the Government Payment Server according to the instructions on the payment voucher.
