Application to Coordinate Infrastructures for Private Citizens
This service enables submission of a request for information, coordination of plans or receiving work permits (excavation permits) for infrastructure works. The applications are to infrastructure bodies and relevant stakeholders.
Who can Submit the Application
Private citizens that need to coordinate development and construction works with infrastructure bodies (Israel Electric Corporation, Mekorot, telecommunication companies, Israel Roads, etc.).
- The service is intended for private citizens only, who are not in the business of infrastructure coordination and do not provide services in this field.
- Any entity that is not a private individual (or representatives thereof), need to apply through the National Infrastructures Coordination System.
Instructions for Submitting an Application
- Go to the Personal Government Space.
- The details of the citizens requesting coordination will be automatically entered from the personal space.
- Following entry into the service page, select the type of application you wish to submit:
Request for Information
- This request is intended to obtain information on infrastructures located within the area of the plan in question.
- Upon sending the request and after the plan has been attached, information will be provided as to whether there are infrastructures within the area of the plan being submitted.
Request to coordinate planning
- This request is intended to achieve an agreed plan with the relevant stakeholders, for the plan in question.
- Upon sending the request and after the plan has been attached, a process will take place in which the proposed plan will be examined by the relevant stakeholders, in order to arrive at a plan that will be agreed by both parties.
Request to coordinate construction
- This request is intended to obtain permission to go to work (also referred to as an ‘excavation permit’) from the relevant stakeholders. It means a limited-duration permit to carry out the works.
- Upon sending the request and after the plan has been attached, a process of obtaining an excavation permit will take place. In most case the permit will remain valid for six months to a year.
4. Enter the precise address of the location of the work site: street and number or plot-parcel.
5. Select the infrastructure companies and stakeholders to which the application will be sent.
6. Upload the work plan and the application letter to the selected companies.
7. Send the application and wait for the permit, or wait for a message, seeking additional documents, from the company to which the request was sent.
What must be attached to the application
- Personal details: name, email address, phone, ID number.
- Precise address or plot-parcel number.
- Letter of request to the developers:
- A letter in plain language, verbally describing the nature of the plan in question.
- The letter must include the following details:
- Applicant details (full name, ID number of Private Company [PC] number, email address, phone number and details of other contact persons, if any [project manager, planner, contractor]).
- Detailed explanation of the nature of the work and details of what is being requested.
- Description of the works.
- Description of the location.
- Plan type (statutory or preliminary or detailed).
- Whether the request is related to a previous request.
- The estimated project timetables.
4. Work plan - a plan of the project in question. The plan must include the following characteristics and data:
- A drawing, based on the “New Israel” coordinate grid with coordinates located within the Israel boundaries.
- The plan’s units of measure must be metric.
- Marking of toad number.
- Road route.
- Road structures.
- Existing systems (water culverts, drainage ditches, drainage systems, trenches, lighting poles, lighting junction boxes, traffic light poles, etc.).
- Safety railings.
- Curbstones.
- Sidewalks.
- Landscaping and any other road fixtures, at a scale of 1:500 or 1:250.
The plan must be sent in PDF+DWG format.
Cost of service
- The service is free of charge and free of fees.
- It is possible that a fee will be required, at the end of the coordination process, for a permit from the infrastructure company to which the application is being made.
Further handling of an application
- The infrastructure company will receive the application and conduct a professional evaluation of it.
- According to the professional evaluation, and if it will be necessary, the applicants might be asked to provide missing documents that are required for evaluation.
- After all the relevant documents have been received, and after the application has been evaluated, the infrastructure body will send a response (approving the application, rejecting it, or granting conditional approval).
- The evaluation and response process by the infrastructure body varies depending on the nature of the application and might take several weeks.
- At the end of the process, an answer will be received in the personal space and a document confirming completion of the handling of the application will be attached.
