Application for Permit to Import and Export Narcotics and Their Precursors
This service offers information about the import and export procedures for narcotics and precursors and enables you to submit an online application for obtaining a permit to import.
To import or export narcotic drugs, psychotropic substances, or precursor materials, an application must be submitted to obtain the necessary documents to authorize the process. These documents include an import permit, an import authorization for the drug or precursor from the importing country, and an export authorization from the exporting country.
Who Can Submit an Application
- Holders of product registration.
- Pharmaceutical trading companies.
- Drug manufacturers.
- Those seeking to import controlled substances but who are not pharmacists (e.g., laboratories, police, and others) must contact the regional pharmacist to obtain the following documents:
- Possession license
- Purchase license
Documents to Include with the Application
- A properly signed authorization from the regional pharmacist at the health bureau.
- Those not authorized under the Dangerous Drugs Ordinance must include the following documents with the online application:
- Possession license
- Purchase license

The service is provided free of charge.
How to Submit the Application
- Complete the application form for the regional pharmacist authorization and submit it at the health bureaus, according to the required type:
- Only after receiving a signed permit from the regional pharmacist at the health bureaus should you complete the application for a narcotic drug or precursor import license, attach the required documents, and submit it online.
- Separate import or export approval must be requested for each type of material.
- Applications can only be submitted via computer, not mobile devices.
- The system may open on mobile devices, but it is not optimized and may not function correctly.
- Before entering the Maslul+ system, users must authenticate via the national identification system.
- Authentication can be done using a smart card or username and password.
Application Processing Time
Applications are processed within 21 working days.
Annual Reporting Requirements for Controlled Substances
As part of the Pharmaceutical Division’s responsibility to compile and forward reports to the International Narcotics Control Board (INCB), an annual report is required on the quantities of narcotic drugs, psychotropic substances, and precursor materials imported to or exported from Israel, as well as their medical use.
All entities holding an import and/or export authorization from the Pharmaceutical Division (including importers such as trading companies) must submit an annual report at the beginning of each year, covering the previous year’s activity.
Deadline for submission: February 15 each year.

- Submitting Copies to the Department – Even if reports are sent to the regional pharmacists, ensure that a copy is also sent to our department.
- Inventory Reporting Requirement—Even if there was no import/export activity during the past year, any existing stock of controlled substances must be reported.
- Adherence to Deadlines—Timely submission is critical to meet reporting obligations to the INCB.
How to Determine if a Substance is a Narcotic or Psychotropic Drug
This can be checked in the appendices of the Dangerous Drugs Ordinance and the Pharmacists Ordinance.
