Exemption from licensing for cellphone terminal equipment (RTM)
This service enables the importation of commercial quantities of cellular broadcast devices and terminal equipment.
- RTM: a cellphone is considered a RTM (radio telephone mobile).
- Terminal equipment - terminal equipment as defined in the Communications Law, which operates using the cellular method, for example: telephone, modem, router, tablet.
- Cellular method: a method of broadcast used by cellphones is the cellular method.
The terms RTM and cellular method in this service all refer to the same topic.
What you need to know before applying

- Validity: In accordance with section 5 (d): "The validity of an exemption under this Order shall be until December 31 of the second year following the date of delivery of the approval."
- Personal import of up to 5 devices does not require approval from the Ministry of Communications.
- Exemption from licensing for cellphone terminal equipment (RTM) including importation of non-new RTM equipment.
- Approval of exemption does not allow the import of spare parts - for the import of spare parts a special permit must be issued (wireless equipment operating permit).
- Fill out the Request form for a license exemption for cellular RTM terminal equipment.
- Declaration of the requester.
- List of terminal RTM equipment exempt from the type license (signed by authorized signatory.)

A photocopy of the licensed dealer’s ID card.
- A copy of the Incorporation Certificate from the Corporations Register.
- An authorization by an attorney or accountant regarding the form of the binding signature.
A certification of registration as a foreign company.
- Any change to the personal details of the holders of the license exemption for cellular (RTM) terminal equipment must be reported within 30 days of the change by email to: [email protected]
- The holder of a License Exemption for the operation of cellular method (RTM) terminal equipment must present the exemption when applying for customs clearance of RTM terminal equipment.
- At the start of the first or third quarters (the beginning of January or July, respectively) license holders must submit a Semi-annual disclosure list to the Ministry of Communications.
- The semi-annual report must be sent in excel format to [email protected] by the 15th of the report month.
- This report, (according to Section 8a of the Communications Law (Telecommunications and Broadcasting), (License Exemption for Cellular Method Terminal Equipment (RTM) 5772), must include a list of the types of terminal equipment imported by the license holders via the exemption for the two quarters preceding the date of the report.
- This includes model information, the name of the manufacturer, the technology, and the frequencies used by the equipment.
- The following details must be stated in the report: Exemption certificate number, name of importer, number of company (for corporations), ID number (for authorized dealers), date of submission of the report.
License holders who wish to trade in terminal RTM equipment that had been exempted from a cellular terminal equipment license will need to apply for a renewal if the license has expired or if they have received a letter from the Communications Ministry attesting to the date of expiry. This letter is usually issued in the beginning of the month of October in the last year the license is valid. The license holders must submit the following documents:
- Renewal application - Renewal application form for two more years.
- If the contact information or personal details of the signatories have changed: indicate the details of the changes on the document.
- Renewal of a license requires a signed declaration by an attorney.
