Permits to load dangerous cargo on sailing vessels and supervision of dangerous cargo on ships
This service allows users to apply for a permit to load dangerous cargo or bulk cargo on a sailing vessel in Israel, as well as allowing users to apply to schedule supervision.
In accordance with Regulation 16 of the Ports Regulations (Sailing Safety), 5743-1982, ships in Israel may not be loaded with dangerous cargo or bulk cargo unless the captain of the vessel possesses a signed permit from the Supervision and Control Division at the Shipping Authority.
Who can apply
Agents and shipping companies with valid certificates who are authorized to move hazardous substances and have received the necessary accreditation.
What to include with your application
For tankers:
- International certification of fitness for the carriage of dangerous chemicals in bulk and the list of products for chemical tankers
- Cargo ship safety construction certificate
- Cargo plan and tank capacity
- Marine safety data sheet (MSDS)
For containers:
- Document of compliance for the carriage of dangerous goods
- Cargo plan
- Cargo ship safety construction certificate or cargo ship safety certificate
- List of dangerous goods, if not generated automatically in the Task-Yam system
- Periodic supervision certificate or report for tank containers or portable tanks
For dry bulk cargo:
- Statement of compliance for carriage of cargo in bulk
- Cargo ship safety construction certificate
- Cargo plan
- Marine safety data sheet (MSDS)
How to apply
- Login to the Task-Yam online service system, attach the required documents, and submit your application online.
- After submitting your application, send an email to [email protected] and ask for the fee for a dangerous cargo permit.
Continued processing of your application
- The Ships Supervisor will examine whether the request is in good order (the ship’s fitness for transporting the cargo, separation distances, and more) as required in the SOLAS convention, the IMDG code, the IBC code, and the IMSBC code.
- The Supervisor will also check if supervision is required and then will either authorize or deny the request.
- After the application is granted, the signed cargo permit will be sent to the applicants by the Shipping Authority via the Task-Yam system.
- The supervisor may condition the permit on additional criteria
- Any change to the cargo plan requires the submission of a new application
In accordance with Regulation 18 of the Ports Regulations (Sailing Safety), 5743-1982, no vessel may set sail from a port in Israel if it is loaded with cargo that require supervision, unless the captain of the vessel possesses a signed cargo certificate from the Sailing Vessel Supervisor.
Examples of cargo that require supervision:
- Cargo categorized in Groups 1 and 7 of the IMO Codex
- Explosive materials
- If, in the Supervisor’s opinion, it’s necessary, supervision will also be performed for additional types of hazardous substances (such as: bulk)
Notice of the requirement for supervision will be sent to applicants via the Task-Yam system.
How to schedule a date for supervision
- Contact the responsible office by email: [email protected] and ask to schedule a date for supervision.
- Pay the fee for supervision of hazardous substances.
