Request for acquiring ownership right to land
This service allows owners of rights to land designated for residential and employment purposes in the urban sector to submit a request to acquire ownership of the land.
Who can submit request
- Owners of capitalized leasehold rights to land intended for residential and employment purposes in the urban sector may acquire full and exclusive ownership of the land.
- Owners of rights to land as specified above may submit a request to acquire ownership of the land.
- It is possible to purchase "upgraded lease", which grants the existing benefits of ownership, except for registration as an owner and the need for approval from Israel Land Authority at the time of transferring rights to the property, for the following lands:
- Property that has not yet been registered as a subdivision and/or condominium order and therefore does not constitute a separate registration unit.
- Property for which the rights are registered with Land Registry Office in accordance with land use scheme or in part of the land.
- Property in a small community settlement and in an agricultural settlement that has not received approvals to grant ownership.
- Sublessees of land owned by the State of Israel, Development Authority and Israel National Fund.
- Property on land that has not yet undergone a land settlement process that is not for the purpose of building a condominium.
Threshold conditions for submitting the request
Capitalized lease agreement that meets one of the following conditions:
- It is not in violation of any kind.
- It does not include conditions that prevent the acquisition of ownership.
- Full details of conditions are specified in Procedure No. 90.01B.
What should be attached to the request
All mandatory documents listed in the request form should be attached.
Cost of the service
- Payment for acquisition of ownership - The decision of Israel Land Council determines in which cases ownership will be acquired for payment and in which cases ownership will be granted without payment.

After acquiring ownership to land
- Tenants who have acquired ownership to land will be able to register as owners at Land Registry Office (TABU) only after registering a subdivision or after registering a condominium.
- After acquiring and registering ownership, the owners will be able to apply directly to Land Registry Office or local committees to carry out actions on the land:
- Without the need for approval or consent from Israel Land Authority.
- Without being required to pay any fee for these actions, such as: transferring rights and building additions.
- Israel Land Authority may condition the transfer of ownership on terms and conditions, including with regard to the acquisition of rights in it in the future or with regard to obligation to purchase from the tenants or from others who would have rights to the property.
How to submit request
- Print out and fill in the request form for acquiring ownership rights to land.
- Attach all required documents.
- Send by registered mail to Israel Land Authority to the business region where the land or property is located for which the request is submitted.
It is possible to find out the address of the business region or service region that handles the requested property in one of the following ways:
- Through the personal area of Israel Land Authority (My ILA).
- Through the "Who Serves You" service.
- At the phone call center: *5575 or 03-9533333.
Continuation of the request handling
- If the documents have been submitted and filled out correctly - the request will be forwarded for further processing by the professional units of Israel Land Authority and a notification to this effect will be sent to the applicants. In contracts in which the acquisition is for payment and their area exceeds one dunam, a transaction is made regarding them. A notification to this effect will be sent to the applicants along with the file number and a voucher for the fee payment.
- If corrections are required - the application will be returned to the applicants, with all the mandatory documents that were submitted, for their correction and resubmission.
- If request is rejected - a written notification will be sent.
