Apply for a basic needs grant

The ministry provides assistance to social services departments in local authorities for basic needs for families and individuals.

Applications are considered by a professional committee, which operates according to a procedure and criteria.

There is no application cost

What is the grant for

The committee discusses applications for families and individuals who need help:

• buying basic household equipment
• buying basic household equipment for family rehabilitation in accordance with a treatment plan
• replacing basic personal and household equipment after a fire, if they don’t have insurance
• for dental care - not including implants or treatments covered by their HMO (kupat holim)
• buying hearing aids – only if not covered by their HMO or the communication basket

Who can apply 

Social workers in social services departments or other local authority care bodies that are approved by the committee

Who can you apply for

You can apply:

• for individuals or families who are registered on The Ministry of Welfare and Social Affairs systems
• after all the budgetary and therapeutic instruments have been exhausted in the department
• in accordance with the examination of the priorities for submitting the application

You can apply once per budget year

You cannot apply for persons who owe an execution debt or are under foreclosure

Required documents

Attach to the application:

• a detailed social report on the person the grant is for
• a copy of their ID card and slip
• a current calculation and decision form (16/8) for the year of application
• a price quote, original tax invoice or original receipt of the requested item
• for dental care, one of the following:
  • application for orthodontic treatment
  • application dental therapy 
• for the replacement of electrical appliances,  confirmation that the existing product is defective or cannot be repaired
• in cases of replacing equipment after a fire, a fire and rescue department permit
• any additional relevant document the request and the need for assistance requested

How to apply

1. Download, and complete the application form
2. Email the application including all required documents as a single file to [email protected]. In the email subject line, include the:
   • full name of the person you’re applying for
   • purpose of the application
   • name of the authority
   • name of the case worker or social worker 

Instructions for attaching documents

• Applications without all the required documents will be returned
• Make sure all the documents are clear and readable, especially the ID
• Attach all the documents as a single file. If you send more than one file thee application will be returned.

Handling process

• Applications submitted as required will be discussed by the committee
• Applications that don’t meet the requirements will be returned 
• The committee meets once a month.
• The committee includes:
  • the Director of the Appeals and Assistance Committees Department for Individuals
  • a legal council lawyer
  • an accountant
• Applications for dental care are passed on to the Ministry of Health Dental Health Division who will return their professional opinion on the requested treatment and the price.The committee will decide to grant or deny applications and set the grant sum
• The response to the application will be sent to the applying social services department by registered post

Notes

• The social services department must get the original receipts of purchase from the person receiving the grant
• The receipts must be kept in the case file or other designated file
