Application for a garage license
This service allows users with professions in the automotive industry to submit an application for a garage license for the professions: petrol/diesel mechanics, autotech for light vehicles (designation 010/015/020/021).
Professional directors who meet the following criteria:
- Holders of certificates in mechanics or autotech for light vehicles.
- Holders of ECAR accreditation certificates (for mechanical and electrical professions).
The applicants must meet the following criteria:
Area and structure of the garage:
110 square meters, divided as follows:
- Workspace - 75 square meters.
- A repair room - 10 square meters.
- Storeroom for tools and parts - 8 square meters.
- An office including a waiting room - 7 square meters.
- Cafeteria + washrooms 10 square meters.
- Parking and maneuvering space - 225 square meters.
Tools and equipment needed on the garage premises:
- A work table.
- Parallel clamps.
- Stalls for cars.
- Triangles for vehicle brakes.
- Hydraulic lift (on wheels).
- Mats for lying under vehicles.
- Hand lamp (24V).
- A parts washing facility.
- A jack/hoist to remove an apparatus (engine, gearbox, or other).
- A transmission fluid pump.
- A stationary drill.
- A mounted whetstone.
- Valve assembly and disassembly tool
- Extractor sets of various types.
- Piston ring expanders.
- A motorized drill polisher (honing tool) (a spherical device is recommended).
- A compression gauge.
- A vacuum gauge.
- Oil pressure gauge.
- A thermometer.
- Calipers.
- A micrometer system.
- Indicator (dial gauge).
- A ruler for checking areas.
- Diesel smoke meter - recommended.
- Torque meters.
- A pipe cutter.
- Device for making double cones in tubing.
- Brake spring pliers.
- Air compressor.
- An overspray sensor.
- A compression gauge for diesel engines (for diesel auto shops).
- A vehicle inspection and service pit with an emergency exit, or alternately a lift to raise the entire vehicle in one of the work bays.
- Cooling system pressure tester.
- A 4-gas monitor (benzene).
- Power steering pressure tester
- A device for testing vehicles with computerized systems, depending on the vehicle type.
- Container for collecting and storing burnt oils.
- A residual-current circuit breaker with a light and power.
- A device to measure the diameter of a brake drum.
- A standard toolbox.
- A first aid kit.
- Signage including the license number and price per hour of work.
- Professional literature.
The addition of a profession (field of business)
The addition of the profession (field of business) “automotive mechanics” to an existing garage with another profession requires submitting an application for a garage license and compliance with all requirements (grounds, equipment, manpower).
- p-to-date rental contract, ownership certificate, or lease valid for at least 12 months for the area of the garage.
- A plan at 1:100 scale showing the area of the garage, its location, the access paths, and the streets near it.
- A letter of undertaking or declaration signed by an attorney to the effect that the garage at the requested address will operate after receiving a business license or authorization from one of the following:
- The local authority.
- The regional council.
- A certificate from the local building committee that the location is suitable for an auto repair garage.
- If the applicant is a limited-liability company, also attach the registration certificate from the Companies Registrar, including certificates regarding the authorized signatories and company corporation.
- A photocopy of the Companies Registry and a certificate from the accountant regarding the signatories in the name of the company as well as the composition of the shareholders. In case of a partnership - submit a Tax Authority certificate regarding the composition of the partnership.
- Certificates of the garage owner:
- Letter of undertaking signed in the presence of an attorney.
- Ownership of the area of the building.
- A charge on the business license from the local authority or council.
- A charge for the employment of the professional director or notice of changes to the garage (replacement of the professional director, ownership, or other).
- Certificates of the professional director:
- The undertaking of the professional director for the field of automobile mechanics.
- A joint declaration by the owners of the garage and the professional director, signed in the presence of an attorney.
- Declaration of the professional director who is the license holder or charter or management certificate signed in the presence of an attorney.
- Work agreement - signed by the garage owners and the professional director.
- Invoice: A repair order or work card (number 001).
- Tax invoice or receipt.
- A photocopy of the charter or management certificate of the garage, depending on the application (for mechanical or electrical professions, attach ECAR training certification).
- A photocopy of the owner’s ID, including appendix.
- A photocopy of the professional director’s valid driving license that matches the vehicle category handled by the garage.

- Be’er Sheva and South District - Manof 5, Be’er Sheva.
- Haifa District (Kiryat Atta Junction) - HaHistadrut 271, Haifa.

- You must visit one of the following in person:
- The offices of the Vehicle Division - Garages and Licensing Institutes Section, HaMalacha 8, Tel Aviv.
- District licensing offices (Jerusalem, Be’er Sheva, Haifa) - Wednesdays from 08:30 to 13:00 only. Call answering hours: Wednesdays from 13:00 to 15:00 only.

- Submit the application and accompanying documents to the offices of the Vehicle Division - Garages and Licensing Institutes Section, HaMalacha 8, Tel Aviv.
- You can also send it to the district licensing offices:
- Jerusalem District - HaOman 10, Jerusalem.
- Be’er Sheva and South District - Manof 5, Be’er Sheva.
- Haifa District (Kiryat Atta Junction) - HaHistadrut 271, Haifa.
- The application will be reviewed, and if any documents are missing, the applicants will be notified.
- The application will only be considered after all required documents have been submitted.
- The processing time is calculated starting from the day the last document was provided.
