File an international patent application according to the Patent Cooperation Treaty (PCT)
Use this service to file an international patent application according to the Patent Cooperation Treaty (PCT) at the Israeli receiving office (RO/IL).
When you file an international application under the PCT to request to register a patent for an invention you only need to make one application to that will be used for each of the relevant contracting states, instead of applying separately to each state.
If the online Israel PCT office site is not available, you can also submit the application here.
You must submit all of the following documents to receive an international filing date. The application and all attached documents must be submitted in English only:
- PCT request form PCT/RO/101.
- A description of the invention.
- Claims.
- Patent drawings if necessary to understand the invention.
- An abstract.
You can prepare the international application in one of the following ways:
- On the ePCT software.
- On the PCT-SAFE software.
- By printing and completing the form by hand.
You can submit the international application in one of the following ways:
Online (recommended) - Go to the PCT department site and upload the document you created using one of the above software programs.

Notes
- You must keep the stamped voucher copies from the postal bank.
- All fees are calculated in NIS according the Bank of Israel exchange rate on the date of submitting the international application.
- You are solely responsible for paying all fees within one month of making the application. Failure to pay the fees will result in a late fee of 50% of the original international application fee, which you will have to pay in addition to the application fee.
You do not need to pay any fees at the time of filing.
After submitting the application, the receiving office will carry out a formal examination of the application and will calculate the fees and let you know how much you will need to pay. You will receive the notification according to the contact details entered on the application form.
You must pay both the Israeli fees and the international fees.
Israeli patent office fees
Transmittal fee for handling the request. This fee is mandatory.
Fee for issuing an Israeli priority preferred document. If the requested priority is Israeli, you must pay this fee for the preparation of an approved copy of the previous application.
International fees for international authorities
- International filing fee for handling the application. This fee is mandatory. The fee is transferred by the receiving patent office to the International Bureau for processing the application and publication.
Reduced international filing fees when filing applications in electronic formats
If you submit all or parts of the application in electronic formats (either XML or PDF) you will receive the following reductions:
100 Swiss Franc reduction when submitting the request form and application body in PDF format.
200 Swiss Franc reduction when submitting the request form in XML format and application body in PDF format.
300 Swiss Franc reduction when submitting the request form and application body in XML format.
You can submit the application in these electronic formats online, or on DVD or CD by post or in person.
Excess fee
This fee is charged for each sheet of the application in excess of the first 30 sheets.
Search fee
- The search fee is mandatory.
- You must choose one of the following international searching authorities: Israel, Europe or United States.
- If you choose the Israeli searching authority the search fee will be part of the Israeli fees.
- If you choose Europe or United States searching authorities the amount to be paid will be part of the international fees.
- The search fee is transferred by the patent office to the international searching authority for carrying out the international search. The fee is calculated according to the searching authority that you have chosen.
After receiving and examining the application, you will be sent a form and vouchers for online payment.
You will also be able to see all your documents on the secure PCT department site.
To pay Israeli fees:

Your international application will undergo an initial formal examination according to the PCT.
If your application passes this initial examination successfully, it will receive an international filing date and international application number.
If defects (errors) are found in the application, it will not receive an international filing date and you will be notified in order to correct the defects. If the corrections are accepted, you will receive an international filing date.
Your international application will undergo a national security check according to Article 98 of the Patents Law, 5727-1967.
Your international application will undergo a comprehensive formal examination according to the PCT.
The receiving office will send you the following forms:
Form RO/102: Invitation to pay fees and vouchers.
Form RO/105: Confirmation of application submission, the international application number and date given.
Additional forms as necessary.
The receiving office will send a copy of your application to the International Bureau – IB of the World Intellectual Property Organization (WIPO) in Geneva. According to the PCT the receiving office must send a copy of the application to the IB within one month. Usually, applications are handled much sooner.
After you have paid the fees, the receiving office will send a copy of your application to the international searching authority, according to your choice made on the form. If Israel is your chosen search authority, the application will undergo a comprehensive examination and, once completed, you will receive an international search report and written opinion.
After receiving the search report and written opinion, if you are interested in entering the national phase, you must contact the national or regional offices of the countries where you wish to be granted a patent directly. You can find specific requirements and timetables for each country, according to the table on the WIPO website.
