Applying for Registration of New Food Products
This service allows applicants interested in registering new food products to submit their application online. Food products that have been approved as new foods will appear in the List of Approved Food Products or the List of Approved Food Components.
Who may submit the application?
Anyone handling food who meets the following criteria:
- They are obligated to learn about food legislation.
- Anyone interested in marketing a new food product that meets the statutory definitions of a new food product that requires approval from the National Food Services must obtain approval from the National Food Services prior to marketing.
Stages of reviewing an application for the registration of a new food product
Submitting the application
Applicants should submit a new food product registration application, including documents proving food safety.
Discussion at the new food product registration committee
- Upon receipt of the application, a discussion will be held at the new food product registration committee.
- The committee will submit its recommendation to accept or reject the application of the new component or the new food product registration to the National Food Services for approval.
Completing the information
- If the committee reviewing the documents finds that some information is missing, the application will be returned to the applicant with an explanation on the information that needs to be completed.
- Once the missing documents are completed and resubmitted, the application will be processed based on the order of submission and following the time limit in the procedure.
Approval of the Food Services
- If the application is approved by the National Food Services, a notification will be sent to the applicants, and the List of Approved New Food Products will be updated.
- Approval for the new food component or product will be granted by the National Food Services according to the new food recommendation on the basis of the submitted application.
The committee’s decision
Once the committee determines either rejection, approval, or completion of missing information for the application, they will send a letter summarizing its decision to the applicants.
Submitting additional information to the committee
- Submit the additional information to the members of the committee by opening a new application through the online form.
- In the new application form, applicants are only required to address the specific sections highlighted in the New Food Committee's response letter. There is no need to resubmit the entire application.
- In the process of obtaining a manufacturer’s license, there are additional requirements that are not relevant to receiving a new food product approval. Consequently, these requirements should not be addressed.
- For the additional requirements, focus on production waste and the method of waste handling in accordance with the law.
Required application materials
- A copy of the applicant’s identification card.
- A scanned signature.
- Additional requirements for new food products depend on the type of food. Refer to Annex C of the New Food Registration Procedure (Hebrew) for details.
- Annex C extension in the file of documents and inspection certificates regarding the identity and safety of the food component submitted for approval.
- An import permit is not required for the submission of this application.
Service fee
This service is free of charge.
How to submit the application?
- Complete the application for registration of a new food product online, include the required documents, and submit.
- Applicants can submit their application online from their personal computer without any additional aids or a special confirmation from the Ministry of Health.
- If the new food component is intended for use as a nutritional additive, it must be submitted for approval on the food additive track: Approval of a new component or product in a food additive (Hebrew).
- If the new food component is intended for use as a food additive, it must be submitted for approval on the food additive track: The process of updating the food additive list.
Guidelines for completing the form
- Complete the form; fields with a red asterisk (*) are mandatory.
- The included documents will be in Hebrew or English only. Documents in any other language will be submitted with a notary translation.
- Upon completing the form, you will receive a notification of receipt of the application along with a printable approval number.
Further application processing
- Upon completing the form, you will immediately receive an automatic notification in the online application system along with a unique approval number or a request to complete any missing information.
- The committee’s decision will be made at the end of the application review, in accordance with the latest new food legislation.
- The processing time for an application for a new food product that meets the requirements for two approvals from the certified bodies' list is up to six months from the date of submitting the completed application.
- The processing time for an application for a new food product that does not meet the requirements for two approvals from the certified bodies' list is up to one year from the date of submitting the completed application (as outlined in the Procedure for New Food Registration (Hebrew)).
Revocation of a new food product registration
The National Food Services can revoke a new food product registration from the list in the following cases:
- If information has been received indicating that the new food product may pose a risk to public health.
- In the event of incompliance with the terms and conditions of the application registration, including labeling requirements.
