Apply for a permit to provide courier services
Individuals and corporations can use this service to apply for a permit to collect, transfer, or deliver letters in Israel, as well as letters sent from Israel abroad.
According to the Postal Law 5746-1986, individuals (licensed dealers), corporations, and cooperatives are eligible to apply for a license to provide courier services.

- Applicants must be 18 or older.
- A letter of consent for releasing information from the criminal registry must be attached to the application as an appendix.
- Applicants must not have been convicted of an offense that by its nature, severity, or circumstances would lead to the refusal of a permit.
- Applicants must not have been ruled legally incompetent or have been assigned to the custody of a legal guardian.
- The permit is valid for a period of 10 years.

- Established by law and located in Israel (including foreign companies registered in Israel according to the Corporations Law, as well as foreign cooperatives registered in Israel according to the Cooperatives Ordinance).
- Incorporated according to Israeli law and maintains a place of business in Israel. For this purpose, “Corporations incorporated according to Israeli law” include foreign corporations registered in Israel according to the Corporations Law as well as foreign cooperatives registered in Israel according to the Cooperatives Ordinance.
- Lack of convictions: among officers, the holder of controlling interest, or those holding any kind of means of control at a rate of at least 25%. The same also goes for stakeholders.
- A letter of consent for releasing information from the criminal registry must be attached to the application as an appendix.
- The permit is valid for a period of 10 years.

Personal delivery
Submit the application including the required documents in person at the Ministry of Communications at Ahad Ha’am 9, Tel Aviv, following advance confirmation by telephone at 03-5198254.
- The permit is valid for 10 years from it's issue date.
- You must submit a renewal application no later than 60 days before the date of permit expiry.
- Permits can be renewed for an additional 10 years.
- Confidentiality: personal information sent to the Ministry through this service will be kept confidential according to the terms of the Protection of Privacy Law, 5741-1981
- In case of a contradiction or discrepancy between the information published on the service itself and the information in official State of Israel publications, only the information in the official publications will be considered accurate.
