Application for Renewal or Update of Cannabis Possession and Research License (Form 108-3)

Israel is one of the leading countries in the area of cannabis research and development. Numerous studies are conducted in Israel in diverse fields.

All actions involving the cannabis plant and its products must be done in compliance with all applicable laws and necessitate obtaining an appropriate license under the Dangerous Drugs Ordinance. Consequently, researchers interested in conducting cannabis research require a license from the Medical Cannabis Unit.

The licensing and document submission process for the various research types is detailed in the Medical Cannabis Unit’s circular number 108: “Guidelines for submitting applications for research licensing and approving new dispensing forms in the field of cannabis”.

Who may submit an application?

Researchers, entrepreneurs and other organizations interested in renewing or updating their research license prior to its expiry.

Required application materials

• Research protocol.
• A printout from the Companies Registrar outlining the names of directors, authorized signatories, and company owners.
• Certificate of incorporation of a company.
• Verified declaration of stakeholders and company owners holding over 5% of the company’s shares, including their registration or identification numbers.
• A formatted ("safe") table containing information on all authorized signatories, directors, and shareholders with over 5% company ownership.
• Separate formatted ("safe") table with a list of the employees involved in the research.
• Declaration on shareholders holding over 5% of the company shares from the Companies Registrar.
• Narcotics security approval for possession and handling in compliance with procedure number IMC-GSP 150 and the Medical Cannabis Unit’s guidelines. A security approval or a security audit exemption must be submitted according to the required quantities of cannabis.

  • Identity card numbers must be filled with 9 digits, including the control digit.
