Application for a License or a License Renewal Under the Dangerous Drugs Ordinance for Cannabis Possession and Engaging for Medical Use
The entrepreneur will submit an application to the Medical Cannabis Unit for a license during the third stage of the cannabis business licensing process. However, this application can only be submitted after obtaining both a quality permit and a security permit.
Who needs to submit an application?
Entrepreneurs and businesses must submit this application form to the Medical Cannabis Unit to obtain a license for engaging in cannabis for medical use under the Dangerous Drug Ordinance. The form must be submitted during the third stage of the cannabis business licensing process. However, this application can only be submitted after obtaining both a quality permit and a security permit. Alternatively, entrepreneurs can use this form to apply for renewal of an existing license.
Required application materials
Applications for obtaining new licenses must include all relevant documents for each field of operation, as outlined in the Guidelines for the Medical Cannabis Business Licensing Process (Road Map) (Hebrew):
- Initial approval accompanied by an operation code.
- IMC-GSP security permit for each relevant field of operation.
- Approval or certification for meeting good manufacturing practices for each relevant field of operation.
- Copy of agreements (including conditional agreements) with entrepreneurs holding an Medical Cannabis Unit operation code, who are adjacent links in the production chain. You may redact details related to commercial or business confidentiality.
- List of stakeholders, directors, authorized signatories and managers, principal shareholders, as well as employees, and any workers or subcontractors. The list must be presented on an Excel table in SAFE format.
- For a pharmacy license application, you must also include:
- A responsible pharmacist permit.
- Business license.
- End-of-medical cannabis course certificate recognized by the Ministry of Health.
An application for a license renewal must include all relevant documents for each field of operation as outlined in the Guidelines for the Medical Cannabis Business Licensing Process (Road Map) (Hebrew):
- Copy of the previous license.
- Valid IMC-GSP security permit from the Israeli Police for each relevant field of operation.
- Approval or certification for meeting good manufacturing practices for each relevant field of operation.
- Copy of agreements (including conditional agreements) with entrepreneurs holding an Medical Cannabis Unit operation code, who are adjacent links in the production chain. You may redact details related to commercial or business confidentiality.
- Updated list of stakeholders, directors, authorized signatories and managers, principal shareholders, as well as employees, and any workers or subcontractors. The list must be presented on an Excel table in SAFE format.
When to apply for a license renewal?
An application for a license renewal must be submitted at least 60 days before the expiration of the previous license.
