Application for personal imports of vehicles
This service allows you to apply to import a vehicle for private or familial use or for a vehicle intended for business and private use.
The application may be submitted personally by the vehicle importer or by the holder of a brokerage license for a personal import as required by Article 70 of the Licensing of Automotive Services and Professions Law, 5776-2016.
Attach documentation matching the vehicle type to your application.
These are the types of vehicles:
- A passenger vehicle (type M1).
- A passenger vehicle (type M2) intended for a person with physical disabilities who requires the vehicle due to his/her disabilities, or a vehicle of that type which is a minibus (as defined by the Transit Ordinance).
- A passenger vehicle (type M1/M2) for a person with physical disabilities who does not have a driving license.
- Motorcycle (L-type vehicle).
- A commercial vehicle (type N1).
- A trailer of type O1 or O2 with total weight not exceeding 3,500 kg (for returning citizens only).
- A tour vehicle for a guide or shuttle company.
- An antique vehicle that does not weigh more than 4,000 kg of the following categories: M1, N1, L, motor homes.
- A mobile home according to Regulation 282 of the Traffic Regulations.
- A vehicle with the rights of a returning resident.
Attach the following documents to your application:
European standardization
- Israeli driver’s license
- Vehicle license. For new vehicles attach an official document from the manufacturer of the vehicle proving that it is new.
- Conformity of certificate (COC) for the model of the vehicle for which the application is being submitted, including air-pollution data
- Proof that the vehicle is equipped with a stability control system and a metric speedometer
- A data card or official document with the date of the vehicle’s manufacture
- An original declaration or an authentic copy of the declaration
American standardization
- Israeli driver’s license or certificate of origin (for a new vehicle).
- For Canadian vehicles - official document from a certified dealer of the manufacturer in Canada testifying that the vehicle is new, or a Canadian certificate of title for a used vehicle.
- Car fax.
- Proof that the vehicle is equipped with a stability control system and a metric speedometer.
- An identification sticker affixed to the vehicle.
- An original recall repair.
- Proof that headlights have been installed according to the T0211001 standard (only for applications for an import license).
- An original declaration or copy of a declaration containing a lawyer’s stamp confirming that this is an “authentic copy”.
- Air-pollution data.
Attach the following documents to your application:

European and American standardization
- The driver’s license of the person importing the vehicle listing the special accessories that are required for driving the vehicle
- Confirmation from an authorized medical doctor, the Ministry of Health, or the Ministry of Defense.
Attach the following documents to your application:
- All the documents included in required documents for Vehicles permitted for personal import (see above).
- All the documents included in required documents for import of M2 vehicles for disabled persons only (see above).
- Confirmation from the National Insurance Institute or from the Ministry of Defense (for disabled veterans only) that the applicant is considered 100 percent disabled in terms of mobility. The names of the drivers who will be driving the disabled persons must appear on the confirmation form.
- Photocopies of the drivers licenses of the drivers who will be driving the disabled persons.
- A notarized permission form from the legal guardian (if the vehicle is for a minor)
European standardization
- Israeli driver’s license.
- Vehicle license. For new vehicles attach an official document from the manufacturer of the vehicle proving that it is new.
- Conformity of certificate (COC) for the model of the vehicle for which the application is being submitted, including air-pollution data

- Proof that the vehicle is equipped with a stability control system and a metric speedometer
- A data card or official document with the date of the vehicle’s manufacture

- Certificate of origin (for a new vehicle) or an Israeli driver’s license
- Certificate of title (for a used vehicle)
- Car fax
- A photograph of the manufacturer’s label from the motorcycle frame
- An original recall repair
- An original declaration
European standardization
- Vehicle license
- Photographs of the vehicle from the front and the side
- Confirmation from a licensed service garage
- A declaration that the vehicle is a collector’s vehicle
- A declaration or affirmation attesting to the accuracy of the information contained in the application
American standardization
- Certificate of title
- Photographs of the vehicle from the front and the side
- Confirmation from a licensed service garage
- A declaration that the motorcycle is a collector’s motorcycle
- A declaration or affirmation attesting to the accuracy of the information contained in the application
- Car fax
In addition to the items listed above for a vehicle, motorcycle, or collector’s vehicle or motorcycle:
- An Israeli or foreign (international) driver’s license
- The personal information page from the applicant’s passport
- A stamp from the Customs Authority in the applicant’s passport attesting to the resident’s rights to the vehicle (desired)
In addition to the items listed in required documents for vehicles permitted for personal import (see above):
European standardization
- A document from the main manufacturer approving the installers who made the change to the structure (for a new vehicle) or professional instructions of the vehicle manufacturer to make the change in the structure and an inspection by a recognized laboratory abroad that accompanied the process and approved the change in accordance with the instructions (for a new vehicle).
- Confirmation from a certified laboratory that the vehicle can be registered after the change, in one of the countries of the European Union (for new vehicles).
- A valid vehicle license proving that the vehicle in its finished structure, was registered and approved for driving in the countries of export according to WVTA (for a used vehicle).
American standardization
- A document from the main manufacturer approving the installers who made the changes in the structure (for a new vehicle), or professional instructions of the vehicle manufacturers to make a change in the structure, and an inspection by an authorized laboratory abroad that accompanied the process and approved the change in accordance with the instructions (for a new vehicle).
- A label from the installers or from the manufacturer stating that the finished vehicle meets federal standards (for a new or used vehicle).
- A valid vehicle license proving that the vehicle, with its finished structure, was registered and approved for driving in the countries of export (for a used vehicle)
In addition to the documents for vehicles permitted for personal import
- a document attesting to a public right
- an authorized dealer certificate (if the vehicle is for personal use orf an indivisual)
- Certificate of incorporation (if it the vehicle is for self-business use)

- An identification table attached to the trailer proving the manufacture date
- Manufacturer approval specifying the date of manufacture of the trailer
- An engineering drawing detailing external dimensions and weights
You must attach the following documents:
European standard
- A valid Israeli driving license.
- Vehicle license. If the vehicle is new, as defined in the Licensing of Services and Professions in the Automotive Industry Law, 5776-2016, bring an official document from the manufacturer of the vehicle attesting to that fact.
- A certificate of conformity (COC) for the make of the car you wish to import, including air pollution data.
- Confirmation that the vehicle is equipped with a stability sensor and a metric speedometer.
- A data card or official document stating the vehicle’s date of manufacture
- Make sure that the data card shows the manufacture date, not the delivery date. If the manufacturing date is not listed, present a document from the manufacturer that confirms the date of manufacture.
- Original declaration or faithful copy of the original on which is affixed the stamp of an attorney certifying that it is “a faithful copy of the original.”
Federal standard
- A valid Israeli driving license.
- A vehicle license/certificate of title (COT); if it is not registered abroad, submit a document attesting to its being a new vehicle (a certificate of origin/COO).
- CAR FAX.
- Confirmation that the vehicle is equipped with a stability sensor and a metric speedometer.
- Labeling sticker on the vehicle (listing the VIN number, manufacturing date, weight capacity, and compliance with federal standards).
- Original declaration or faithful copy of the original on which is affixed the stamp of an attorney certifying that it is “a faithful copy of the original” (the declaration can be found on the Ministry site).
- Air emissions data as shown in Procedure 018/2014 regarding the rating of air emissions from vehicles, published on the Ministry website. You can ask for the emissions rating to be set at 15 without submitting data.
Canadian standard
- A valid Israeli driving license.
- A Canadian vehicle license; if it is not registered abroad, submit a document from the dealer attesting to its being a new and unregistered vehicle.
- CAR FAX.
- Confirmation that the vehicle is equipped with a stability sensor and a metric speedometer.
- Labeling sticker on the vehicle. (listing the VIN number, manufacturing date, weight capacity, and compliance with Canadian standards).
- Original declaration or copy of the declaration on which is affixed the stamp of an attorney certifying that it is “a faithful copy of the original.” (The declaration can be found on the Ministry site).
- Air emissions data as shown in Procedure 018/2014 regarding the rating of air emissions from vehicles, published on the Ministry website. You can ask for the emissions rating to be set at 15 without submitting data.
In addition to the documents listed in the previous section regarding American, Canadian, or European standards, attach:
- The driving license of the importers, stating the special accessories required for driving the vehicle.
- Certificate from a qualified doctor, the Ministry of Health, or the Ministry of Defense.
- Labeling sticker on the vehicle from a phase 2 manufacturer (installation of wheelchair lifts and the like).
In addition to the foregoing, attach:
- A certificate from National Insurance or the Ministry of Defense regarding the mobility disability; the certificate must show the name of the authorized driver who will transport the individual with a disability.
- Photocopy of the authorized driver’s driving license.
- Notarized certificate of the legal guardian (in the case of a minor).
- Labeling sticker on the vehicle from a phase 2 manufacturer (installation of wheelchair lifts and the like).
- A vehicle license (including reference to the type of engine) - if the license is in a language other than Hebrew or English, submit a notarized translation.
- A driving license.
- Photos of the vehicle: front, side, rear, interior.
- Declaration for an antique car.
- Technical specs for the vehicle:
- Retrieve the specs from the website or other official; do not copy the data from the vehicle license.
- The specs shall be valid for the model year and make of the vehicle that is the subject the application.
- Submit a reference attesting to the fact that the vehicle has a petrol engine (do not send a photo of the engine). Please note: not applicable to L type vehicles.
- A car fax if the vehicle is from the US or Canada (for vehicles manufactured after the year 1980).
In addition to the requirements in the first article regarding European, federal, or Canadian standards, attach:
- Personal information page of passport.
- The customs stamp page from your passport with the resident’s rights to the vehicle.
- You can submit an online application for all foreign driving license standards instead of an Israeli driving license.

- A certificate from the Auto Eshkol committee.
- Licensed Dealer Certificate (in the case of the individual for whose personal use the vehicle is intended for).
- Certificate of incorporation (in the case of a vehicle intended for commercial and personal use).

- A labeling sticker on the trailer proving the manufacture date of the trailer.
- Manufacturer’s certificate listing the manufacture date of the trailer.
- An engineering drawing stating the external dimensions and weights.
- Licensed Dealer Certificate or Exempt Dealer Certificate of the ‘dealer’ (depending on their legal classification).
- A certificate by an attorney confirming that according to the “dealer’s” documents, as defined in law, the party that signed the application is the authorized signature of the “dealer”.
- The service is contingent on payment of the fee (after filling out the digital form).
- When you finish filling out the form, you will be prompted to pay via the government payment service. When your application is registered, a notice will be sent to the email address stated in the online form.
Fill out the application for a personal import of a vehicle, attach the required documents, and submit it online.
- Updates regarding the status of the applications are sent in real-time to the email address listed in the digital application form.

- The decision will be made within 21 work days of the date that all necessary documents for the import license are received.
The temporary license for an imported vehicle is valid for 48 hours, during which you must register and license it in accordance with the Amendment to Regulation 282(a)(3). The imported vehicle must successfully pass inspection by the Standards Department and a licensing test, and safety systems must be installed. Submit application form for a temporary vehicle license.
If there is any difference or conflict between the information on this page and the law, the provisions of the law will apply.
