Application for Recognition of Institutions for Training Emergency Medical Technicians (EMT) - Ambulance Drivers
This service allows you to submit an application to the Ministry of Health for approval and recognition of institutions for training Emergency Medical Technicians (EMTs) – ambulance drivers.
Recognition as a training institution is only offered to hospitals, HMOs, and academic institutions recognized by the Council for Higher Education. Therefore, an ambulance company or any other company requesting to conduct a training course for EMT – ambulance drivers, and obtain recognition as a training institution is required to do so in collaboration with and under the auspices of one of these institutions, in accordance with the Medical Administration Circular 30/2013 (Hebrew).
Every private training institution requires an operating license from the Ministry of Health.
The institution and the company are required to meet the following criteria:
- Submitting a training program complying with the Ministry of Health’s requirements in a scope of at least 200 learning hours.
- A commitment to employ course staff as specified in the circular and following the candidate selection criteria outlined in the circular.
- Appointing a physician as the medical director responsible for the training.
- Two passport photographs.
- A signed Medical Administration Circular 30/2013.
This service is free of charge
- First stage: Submitting the application.
- Second stage: Interview at the Department of Ambulance Supervision and Licensing.
- Third stage: Ministry of Health’s representative’s supervision as part of the proposed training.
- The company’s course manager will complete an application form for operating an EMT– ambulance driver training course (Hebrew). They will attach two photographs and submit the application to the Department of Ambulance Supervision and Licensing.
- The application form must include the following details:
- Corporation owners’ names.
- Company or corporation’s details.
- Company address.
- Training facility location and address.
- Additionally, the application must specify the physical layout of the training course and the proposed training staff’s details, including the medical director. Photographs and additional documents must be attached as specified in the form.
- The application form includes several appendices that must be completed and signed by the following parties:
- A form certifying the existence of an established framework for EMT training at the sponsoring institution: please attach this form signed by the institution’s medical director.
- The company director’s declaration of being an Israeli citizen and absence of a criminal record, along with a declaration confirmed by a lawyer.
- The company’s manager’s commitment to follow the Ministry of Health’s procedures and provide regular reporting to the Ministry, along with a lawyer’s confirmation on the declaration’s signature.
- Declaration of the medical director responsible for the training regarding their responsibility for the medical management of the course.
- Additionally, the company director is required to sign the Medical Administration Circular 30/2013 (Hebrew) with their initials on every page and their full signature at the end.

- After obtaining and reviewing the documents, the following parties will be invited for an interview at the Department of Ambulance Supervision and Licensing:
- The company director.
- The medical director responsible for the training.
- The chief instructor of the training.
- The interview’s aim is to determine the professional suitability of the applicants to establish a training course in accordance with the Ministry of Health’s procedures.
- During the interview, the applicants will receive explanations on the process and criteria required for approval for course recognition, and they will have the opportunity to ask questions.
- The Department of Ambulance Supervision and Licensing will conduct a review of the proposed training framework and the training processes in the intended training location to ensure that the training processes will be conducted in compliance with the Ministry of Health’s procedures.
- Additionally, there will be a meeting with:
- The institution’s director sponsoring the training course.
- The medical director responsible for the training.
Course recognition will be granted to the training institution director for a period of six months after meeting the following criteria:
- Completion of oversight and inspection of the physical training facilities.
- The applicants will have met all the required criteria.
- Application processing typically takes about 3 months.
- Incomplete document submission may result in delays in processing.
