Gov.il provides the public with a single point of access to government information and services from the government ministries and authorities. You can use the site to access and perform online actions, enjoying a simple, easy, fast and safe on experience on this state of the art platform.
The term "user" henceforth applies to all visitors, users and others who access or use the site.
The site provides a single point of access to government ministries and sub-division information and services (henceforth: government offices). According to current Israel copyright law, and according to international treaties, copyrights for government offices' publications, including those published on this site, are the property of The State of Israel. These copyrights apply to, but are not exclusive to, all texts, images, illustrations, maps, sounds, video, graphic elements, and software applications (henceforth: the protected material), unless, otherwise explicitly determined and stated the copyrights belong to a third party.
The user is permitted to make "fair use" of the protected material, according to law. Fair use includes reasonable quotation of the protected material.
If making a quotation, the user must state the source of quoted material, whether the source is an office or a third party. It is prohibited to make any distortion, falsification, damage or any other change, or to make any action that constitutes a devaluing of the protected material, that could cause offence to, discredit or slander the copyright owner.
According to copyright law, it is prohibited to copy, publish, execute in public, broadcast, make available to the public, make derivative works, rent or lease, any protected material, without written, authorized approval from the office.
The site provides access to online government services, either in full or partially (henceforth: services). Use of the services is in accordance with the law, in respect to the specific service being used, and the provision for the services is the responsibility of the government offices and public bodies authorized to provide the services, by law (henceforth: the service provider). Access to and receipt of services online, via the site, does not replace the option to access and receive the services directly from the service provider, rather, constitutes an additional way to receive the service. The office is not obligated to provide access to the services via the site, at all times or at all, and the office is not responsible for damages caused by inaccessibility to services, either in full or partially, via the site. In the case of services, either in full or partially, either temporarily or permanently, inaccessible via the site, users can contact the service provider directly, to receive the service.
Access to and receipt of identity dependent services
Some of the services required user identification and authentication from the service provider, in order to access and receive the service (henceforth: identity dependent services). The identification process includes three main stages: Registration, receipt of means of identification, and online authentication.
In order to access the identity dependent services, the user is required to complete the one-time registration process on the Government Identification System. During the registration process, users are required to identify themselves by providing various personal information, (henceforth: identification details), which will be authenticated by the relevant, official databases. In addition to this, the user will be required to provide their active email and mobile phone details, which will be used to authenticate the identity of the user, during use of the identity dependent services, and to update the Government Identification Service on access (henceforth: contact details). On completion of the registration process, the user is required to choose a password used to authenticate their identity on access to the identity dependent services, in addition to authentication via their contact details. Submission of the identification details and the contact details, is required in order to access the identity dependent services. Users, not interested in submitting their identification details and/or their contact details, or users whose identification details are not authenticated by the relevant, official databases, will not be able to access the identity dependent services on the site, and can contact the service provider directly, to receive the service.
On each use of the identity dependent services, the user, whose name has been used to access the service, will receive an email and SMS notification, to their submitted contact details, alerting them of the use. The user responsible for updating their registered contact details, in order to receive the alerts. The user must also keep their personal password secure and not share it with anyone.
It is hereby clarified, that the user has sole responsibility for the security of their personal password. The office will not be responsible, in the case of information obtained by persons not the user, using the user's personal password to access the system.
In any case, in which the user has received an access alert via their contact details (email or SMS text message), and they have not accessed the service, or if any case in which the user suspects that their password security has been compromised, or in any case in which the user suspects that another person has used, or intends to use the identity dependent services in their name, the user is required to inform the office immediately by email: email@example.com.
It is hereby clarified, that the office employs strict security measures to enable secure use of the site, particularly in the case of identity dependent services, in order to prevent misuse of and improper access to services, without the user's explicit consent.
However, there remains the risk of misuse of, and improper, unauthorized access to, online site services, such as, online fraud "fishing" (for example, hackers sending fake emails masquerading as the office, asking users for their username and personal password). Therefore, caution is required, particularly in the case of emails and other requests for personal information from the user.
Users are recommended to utilize their computer's operating system's security options, when using the computer, to access online identity dependent services - this may include installing anti-virus software and making sure that it is regularly updated; to refrain from downloading from unofficial websites; to activate encryption options when using wi-fi networks; to refrain from using public computers or public wi-fi networks, when accessing the identity dependent services (for example, internet cafes, airports, etc.).
Personal information submitted to the office via this site is confidential by law, including the protection of privacy act, 1981. Information submitted on the site, in order to access and receive services via the site, is passed on to service providers, who are also required to keep personal information confidential, by law.
On registration to the identity dependent services, users will be asked for permission to pass on their contact details to the government ministries, in order to receive general information from the ministries and offices, regarding public services for public benefit, and to improve public government services. Granting permission, is not compulsory, and is not a condition to receive the identity dependent services.
In order to maintain effective maintenance and efficient management of the site, statistic information is collected by designated software, in a process involving passing information on to an external party's server. This is in order to identify user trends and needs, identify site structure defects, and analyze the system performance level. This information is aggregated with the help of "Cookies", and partial use of the site's "Hits" function.
- "Cookies" are small files which are received from the web server and written to the web browser. They are usually used to provide a continuity in contact between the user and the server, and are used to collect data.
- The "cookies" system can be controlled from the browser. Users can cancel the use of "cookies" at any time, and control the flow of information from "cookies". The use of "cookies" is not a condition of use of the site.
- The statistical data collected when using the site is not used to find the users identity, or for any other use that may harm the users right to privacy, and is used only for the stated uses.
