About
The Vehicle and Control Department was established in October 2019 as part of the Traffic Administration at the Ministry of Transportation.
The department is comprised of a headquarters and three main sections:
Hazardous Materials Supervision and Transportation Unit, Safety Mobility Area and Traffic Safety Officers Area.
The department is dedicated to maintaining focused and effective supervision and combining the forces of all units under it:
Mobile safety units, transportation safety officers and supervision units to increase road safety. In addition, the department works to advance collaborations with the EU and relevant international bodies in order to improve areas they are responsible for and testing the implementation of suitable international standards. In addition, the department lead plans and formulates key projects for improving the cargo industry in Israel, using a cargo master plan team headed by department management with key figures from the economy including the Police Traffic Department, the National Road Safety Authority, infrastructure companies, railroads, Ministry of Transportation bodies and more.

Hazardous Materials Shipping Area – Strategy, Long-Term Plans and Supervision
Goals and Duties:
- Regulating the transportation industry on Israeli roads (general cargo transportation and hazmat transportation, as well as independent transportation and paid transportation), while ensuring their compatibility with international requirements.
- Supervising cargo transportation companies and company officers (factory owners, CEOs, professional managers).
- Performing enforcement at plants, quarries, farmland, construction sites and roads.
- Taking part in the investigation of traffic accidents involving commercial vehicles.
- (With a permitted maximum weight of 10,000 kg or more).
- Supervising the entire supply chain – ports, factories, cargo deliverers and recipients, training various positions, designated parking areas for hazardous materials.
- Responsibility for formulating and implementing a master plan for transporting goods and cargoes, including the following projects:
This area is responsible for supervising:
- Commercial vehicle (with a permitted maximum weight of 10,000 kg or more) – some 75,000
- Of these dedicated hazmat tankers – some 1,650
- Trucking companies (with a commercial vehicle carried license) – some 16,000
- Educational facilities across the country,. supervised by the department – some 20 colleges
- Personnel certified by the Ministry of Labor per year
- (professional manager, hazmat shipping safety supervisor, hazmat driver) – some 4,000

It's important to note that the unit is not responsible for issuing carrier licenses/hazmat inspections/course approvals. The Licensing Department is now responsible for these subjects.
Transportation Safety Officer Area
Goals and Duties
- Supervising 2,270 active traffic safety officers.
- Supervising 3,556 companies employing safety officers.
- Performing enforcement and supervision of companies required to employ a traffic safety officer.
- Supervising 343 operational vehicle areas.
- Certifying safety officers in accordance with Chapter J of the Transportation Regulations.
- Supervising independent firms providing services to companies that are not required to employ one.
- Training active safety officers.
- Professional courses for safety officers.
- Distributing circulars.
- Professional summer and winter training for drivers, focusing on the human factor.
- Changing and updating regulations.
- Formulating and implementing changes in the academic program for the safety officers’ course.
- Organizing and participating in professional conferences.
- Approving letters of appointment for safety officers.

Mobile Safety Units Area
Goals and Duties
- The purpose of mobile safety units field is to locate dangerous vehicles travelling the country's roads and to check whether they are functioning properly and thus preventing traffic accidents due to technical defects and overloads. Ongoing activities – performing vehicle fitness tests:
- Bus inspections in public transit
- Inspecting buses driving students to school and soldiers.
- Tire inspections
- Testing vehicles in C Areas.
- Truck overloading inspections.
- Inspections at licensing institutions.
- Safe Carrier program – in conjunction with the National Road Safety Authority.
- Road Leader program – in conjunction with the National Road Safety Authority.
- Summer camp program
- Two-wheel program.
- Ongoing operations with the Israel Police throughout the country.

Integration Between Areas
The existence of special operations and inspections, in coordination with managers inside and outside the organization, taking part in enforcement activity:
- Intraorganizational – mobile safety units, supervision unit supervisors and safety officer supervisors.
- Interorganizational – Israel Police, the National Road Safety Authority, and other organizations as needed
