Judea and Samaria

The Transportation Unit of the Civil Administration is responsible for developing transportation infrastructure, monitoring traffic in Area C, arranging licensing, and controlling public transportation in the region. The unit also has the authority to certify car repair garages as well as to authorize the import and export of vehicles, including from abroad.

The Transportation Unit works to validate road plans within the framework of the Civil Roads Subcommittee, and to develop professional opinions in this context.

The unit leads many projects, some which are done in cooperation with relevant Israeli ministries, for the benifit of the Palestinian population and the Israeli population alike. Examples of this include the work on the Adam Interchange, regulating the Kedumim Junction, establishing a roundabout in Yakir, regulating traffic lights at the Elazar Junction and in Neve Daniel, adding lanes at the Gush Etzion Junction, renovating the Huwara road and many similar projects. In addition, a bus terminal will be established at the Meitarim Industrial Zone in the Har Hevron Regional Council, regulating public transportation in the region.

The Transportation Staff Officer has also coordinated projects for the protection of bus stops throughout Judea and Samaria. About 27 million shekels were invested in 15 projects to improve lighting systems at intersections, five of which have already been completed, lighting the way for residents traveling in the area.

Areas of Responsibility and Services

• Participating in joint committees with the Palestinian Authority
• Importing and exporting vehicles, spare parts, mechanical and engineering equipment and transportation products between Israel and the Palestinian Authority
• Supervising traffic in Area C and licensing and supervising public transportation
• Approval of overall plans in the field of traffic and transport
• Preparing professional training courses for officials of the Palestinian Authority in the field of transportation and traffic
• Updating and transferring professional information to the Palestinian Authority, including vehicle registration provisions, regulatory provisions, regulations, etc.
• Coordination of the activity of the "Netivi Israel" company on roads in the Judea and Samaria area
• Approving the work requests received from various authorities, such as Bezeq, Mekorot, and the Electricity Authority
