Oversight and Enforcement Administration

The Administration is in charge of overseeing telecommunication companies in accordance with the Communications Law and the Wireless Telegraphy Ordinance, and the regulations, provisions and licenses promulgated by their virtue.

Oversight focuses on these issues and others: technological oversight, oversight on consumer issues and consumer protection, oversight on the competition between telecommunication companies, wireless oversight, oversight on the communication companies’ operative preparedness for emergency, handling public inquiries about telecommunications.

Technological oversight, oversight on consumer issues and consumer protection, oversight on the competition between telecommunication companies – to prevent unlicensed telecommunication activity, to ensure license requirements are upheld, and to ensure fair competition and fair, high-quality service for consumers.

Wireless oversight – to detect and prevent wireless disturbances and unlawful use of the frequency spectrum, and to ensure upholding the wireless-license terms.

Overseeing the communications companies’ operative preparedness for emergency – including setting rules and instructions for the communication companies’ operative preparation and activity in case of emergency (shielding and armoring equipment and preparing defense measures, etc), maintaining contact and managing the interface with “essential communications enterprises” and with relevant government elements (National Emergency Authority, IDF, etc), performing audits and oversight visits in the communication companies’ facilities to ensure their preparedness and readiness for emergency in accordance with the rules and the license terms.

Handling public telecommunication inquiries – including receiving all public inquiries to the Ministry pertaining to telecommunications, handling their processing within the communication companies and the relevant Ministry elements, collecting and processing the companies’ reports about public inquiries, analyzing the data and drawing conclusions according to Ministry policy.
