About
The Postal Administration is in charge of oversight, control, audit and regulation of the Israeli postal market (Israel Postal Company, service providers with a bulk-post permit and with a courier permit) and of the Postal Bank.
The Administration is responsible for ensuring that postal services and postal-bank services are available to the entire public throughout the country (Universal Service).
The Administration performs audits on all elements permitted to provide postal and postal-bank services, to ensure that proper public service is provided and that the postal bank is stable.
The Administration represents the Ministry at the Universal Postal Union and in all forums relevant to postal and postal-bank services.
Roles:
Oversight and Regulation for the Israeli Postal Market:
As part of its many roles, the Branch acts to: ensure the provision of universal postal services while maintaining quality of service and cross-country deployment, ensure fair competition, prevent unfair behavior that may prevent full public disclosure and competition, prevent unauthorized activity in registered and express post, ensure obligations of the general license are fulfilled (Israel Postal Company), protect the public and handle public inquiries concerning postal services. In addition, the Branch is in charge of postal licensing, and currently issues two types of permits: permit for bulk post delivery and permit for couriers.
In light of constant local and global changes in the current postal industry, in terms of decreased demand for sending letters on one hand, and increased demand for sending goods on the other hand, the Branch is studying the experience accumulated in the global postal industry to assimilate the conclusions in Israel.
Postal Bank Oversight:
The Postal Bank Oversight Unit was founded in late 2006, when postal-bank activity was transferred to the postal company, and the Postal Bank Law was repealed. Oversight oversees and regulates postal-bank activity including maintaining financial stability, protecting client affairs and ensuring proper management, to increase the clients’ welfare and protect their postal-bank funds.
The Postal Bank Oversight focuses on risk-oriented activities, including by overseeing management activities and activities by internal controls entities such as internal auditor, risk manager, compliance officer, ombudsman and auditing accountant. Oversight also takes actions to strengthen the Postal Bank’s internal controls, specifies a regulatory framework for activity (in consumer and stability issues), performs audits and follow-ups on corrections, handles public inquiries and takes various enforcement actions. According to the provisions of section 88(13) of the Postal Law, the Postal Bank Supervisor is appointed by the Minister of Communications.
