The department is located within the headquarters of the Administration for Rural Residential education and Youth Aliyah (Tel Aviv), supervises and guides the construction, properties, real estate and agricultural units in governmental youth villages: Eshel Hanassi, Kadoori, Ein Kerem and Yama. The department provides services to the headquarters units of the administration, to the on-site units, and to the field units: 4 reception centers and 4 sites for psychosocial services in Beer Sheva, Jerusalem, Tel Aviv and Haifa and assets with external exploitation in 3 villages: Mevo'ot Yam, Rama, Carmiel.
Main areas of activity
Procurement:
Responsible for purchase orders and contracts of the internal control division, headquarters departments and districts while independently receiving requests or initiating them - negotiations with suppliers for the purchase of goods, purchase orders in the comprehensive government computer center (Merkava), verification and comparison of prices from different suppliers, approval of purchase order, supplier portal, supervision and control of contractor's work in accordance with the contract, receipt of invoice, inspection, comparison with the terms of the contract and transfer to the accounting department for payment. Debits between departments/standing orders, government housing, procurement budget. Insurance (property, belongings, claims). Transportation and fleet management - various types of driving licenses, purchase of agricultural machinery, pupils’ transportation from headquarters and government youth villages. Communication - telephones, cell phones, communication systems at headquarters and youth villages.
Logistics and assets:
Responsible for the logistics at headquarters and districts, assets of headquarters and districts, mail, equipment - inventory at headquarters, government youth villages, orders and payments, logistics and assets budget, digital archives. Placing orders approved by the purchasing committee. Receipt of items and goods at the warehouse and verification of the delivery certificate. Management of inventories and inventory systems, removal of outdated material (wear and tear) in accordance with Takam regulations, delivery of goods according to requirements, perishable and non-perishable materials, invoicing of goods to recipient and crediting. Permanent monitoring of the maintenance of buildings, furniture and office equipment.
Tender committees
Managing tender and waiver committees, managing committees in the Coordination of government tenders’ system (Naama), drafting calls for tenders for youth villages, for headquarters, managing contracts and commitments.
