About
The Civil Administration's Employment Unit is primarily responsible for issuing work permits to Palestinians for the purpose of work in Israel and in the region of Judea and Samaria.
Employment in Israel
- The Israeli government determines the quota of Palestinian workers who are permitted to work in Israel according to industry sector.
- The unit is tasked with issuing work permits and notifying employees of the availability of these permits.
- As of March 1, 2020, the number of valid work permits for Palestinian employees working in Israel stood at 87,000.
Employment in Judea and Samaria
- Employment of Palestinian workers in Judea and Samaria is not limited by quota, but is conditioned upon the nature of employment (permanent or temporary), as well as the scope of work and is approved according to an employment index, as a rule.
- Applications submitted by employers are directly referred to our offices for processing. These offices are located at eight district service stations, divided as such:

- Work permits issued by Employment Unit representatives are emailed directly to employers.
- As of March 1, 2020, the number of valid work permits for Palestinian employees working in Judea and Samaria stood at 35,000 permits.
Activities for the Enhancement of Service Quality for Employers and Employees
As of March 29, 2020, in light of the coronavirus crisis and the prohibition against public reception in Civil Administration offices, work permits are being issued digitally and sent to the email addresses from which employers send employee invitations, such that they are able to view and print the work permits. Similarly, on the "Al-Munassiq" (COGAT) website in Arabic, employees can view, send, and print work permits issued in their names.
Additional Activities that the Civil Administration's Employment Unit Performs
- Maintenance of a continuous working relationship with representatives of the Palestinian Authority's Labor Ministry in order to investigate issues, provide updates, send and receive employment data, receive employee applications for redemption of accrued funds, pay out retiree pensions and survivors' benefits
- Handling of public inquiries, primarily those of employers regarding all areas of employment of workers
- Maintenance of continuous contact with the Israel Builders Association, the Ministry of Agriculture, the Manufacturers' Association of Israel, the Health Ministry, industrial zone administrations, military security coordinators, security officers, and the Israel Police
- Provision of service to workers by supplying civil servant certifications to courts of law, labor court, and attorneys in order to support permit validity
- Handling of applications from employers for the employment of workers prevented by the Israeli Security Agency (ISA) from entry into Israel for security reasons
