During emergencies – the Department coordinates staff work for the decision-making processes of all transportation sectors managed by the Minister/General Manager, expressed in running the situation room of the supreme transportation authority, featuring representatives from all bodies in order to formulate a comprehensive transportation situational assessment for making decisions at the national level.
The Department represents all transportation bodies vis-a-vis state elements (the National Security Council, the National Emergency Authority, the IDF General Staff and with Homefront Command, Internal Security/Israel Police).
, taking part in all activities at the national level, including exercises, writing policies and procedures.
The Department operates on three parallel axes: the first, ensuring business continuity (transportation processes) of the transportation system, the second being ensuring functional continuity of the inputs allowing business continuity and the third being managing the transportation system under the defensive guidelines of the certified elements.
The Emergency Department constitutes a HQ body for the general Manager of the Ministry and is intended to allow ongoing activity in various situations; recently there have been a number of significant security events in the State of Israel, such as the Covid-19 pandemic and Operation Guardian of the Walls, these events had a major impact on the functionality of the transportation system, the Emergency Department assisted and was involved in all plans and the response, including creating a daily situational assessment, in order to allow the transportation system to operate in the best possible manner. On the one hand and assisting with the State's requirements on the other.
Cyber Department
In recent years we have witnessed a sharp increase in the number and severity of cybersecurity events that disrupt the proper functioning of organizations in Israel and around the world. Cyber and information security events may be caused accidentally or maliciously, by internal or external parties, causing significant damage to the organization's functional and business continuity and in certain cases also pose a risk to human lives.
An organization's fortitude, its resistance to cyber events and its ability to deal with them while maintaining operational continuity, derive from its level of cyber defense preparations implemented during routine activities.
In order to reduce the vulnerability of each of the transportation bodies in the sea, air and land to cybersecurity events, the Cyber Department provides guidance to the organizations in implementing a cyber defense array, that will ensure the functional fortitude of the State of Israel’s transportation sector during routine activity and during emergencies, against the intensifying threats in cyberspace.
