About
The Civil Administration's Energy Staff Officer heads the executive and professional division in Judea and Samaria which implements the Civil Administration’s policy on electricity and energy. The Energy Unit is responsible for regulating the electricity sector in Judea and Samaria and the Energy Coordinator maintains comprehensive authority over the electricity market in its various aspects.
Areas of Responsibility and Services
- Management of the electricity market for all stakeholders operating in the area at all levels, from infrastructure companies to manufacturers, to the end consumer
- Development, approval, and publication of regulations for the electricity market and specific directives adjusted to the region's character
- Approval of electrical plans from the Israel Electric Corporation, the Jerusalem District Electricity Company, the Palestinian Authority, and private electric companies, including plans for the construction of switching stations and other substations in Judea and Samaria
- Granting of permits to electricity-generating facilities in Judea and Samaria (conventional, cogeneration, renewable energy)
- Coordination of activity between the Palestinian Authority, Palestinian distribution companies, Palestinian local authorities, and the IDF and other Israeli stakeholders
- Collection, handling, and processing of energy-related information from the villages and cities of Judea and Samaria, including entry of electrical data layers into a geographic information system (GIS)
- Negotiation with the Palestinian Authority regarding regulation of activity within the field of electricity in the Palestinian sector and debt settlement
- Production of master and development plans for electrical infrastructure in Judea and Samaria
- Creation of estimates for the introduction of a natural gas market into Judea and Samaria
- Promotion of natural gas introduction into Judea and Samaria, including customization of legislation and development of regulations specifically pertaining to Judea and Samaria that will govern activity in the natural gas sector in the region
- Management of the Palestinian debt crisis, reorganization of the Palestinian electricity market by focusing negotiations between the Palestinian Authority and Jerusalem District Electricity Company and the Israel Electric Corporation, and promotion of commercial agreements to anchor the Israeli-Palestinian relationship with regard to electricity
- Promotion of efficiency, initiative, advancement, guidance, and supervision over electrical infrastructure development in Judea and Samaria for the short and long term, within the framework of a master plan for the economic development of Judea and Samaria, in partnership with the Ministry of Energy and the Electricity Authority
