Joint Announcement – The Prime Minister's Office, the Ministry of Health, and the Ministry of Transportation
The Government approved the extension of the regulations on entry to and departure from Israel by 14 days, as detailed below:
Departure from Israel
None may depart from Israel, except for the following:
- Anyone who is neither an Israeli citizen nor a permanent resident of Israel
- Anyone who departs from Israel in order to arrive at a permanent residence outside Israel, provided that he or she has presented the exceptional cases committee with a declaration and supporting documents and can present proof of presenting said documents.
- Anyone whose departure from Israel was approved by the exceptional cases committee.
The criteria of the exceptional cases committee for departure from Israel:
- Receiving an essential medical treatment which cannot be postponed, either for the passenger himself or herself or for a dependent
- Attending the funeral of a first degree relative
- Assisting a first degree relative who is under duress and cannot be helped by any other person in that destination
- Attending a legal proceeding that the passenger is a party thereof, is a status holder therein, or is required to attend, provided that his or her participation from a distance is inappropriate, given the circumstances of the matter
- Attending to essential needs pertaining to the State of Israel's foreign relations or security, subject to approval from the directors general of the Ministry of Foreign Affairs, the Ministry of Defense, or the Prime Minister's Office, depending on the matter
- Professional athletes, as defined in the activity restriction regulations, for purposes of attending a match, as well as companions essential for the athletes' participation in the match, provided that the Ministry of Culture and Sports director general has approved that this person is indeed essential, and provided that the committee has been convinced that their departure from Israel is essential.
- Attending to humanitarian needs or special personal needs that require a departure from Israel.
Entry to Israel
None may enter Israel unless the exceptional cases committee has approved his or her entry to Israel.
The criteria of the exceptional cases committee for entry to Israel:
- Receiving an essential medical treatment which cannot be postponed, either for the passenger himself or herself or for a dependent
- Attending the funeral of a first degree relative, including attending the funeral of a deceased who is brought for burial in Israel
- Assisting a first degree relative who is under duress and cannot be helped by any other person in Israel
- Attending a legal proceeding that the passenger is a party thereof, is a status holder therein, or is required to attend, provided that his or her participation from a distance is inappropriate, given the circumstances of the matter
- A pregnant woman in her third trimester
- Attending to humanitarian needs or special personal needs that require entry to Israel.
- Attending to essential needs pertaining to the State of Israel's foreign relations or security, subject to approval from the directors general of the Ministry of Foreign Affairs, the Ministry of Defense, or the Prime Minister's Office, depending on the matter
- This inbound passenger has legally departed from Israel, subject to the restrictions in effect at the time of departure, and he or she is a permanent resident of Israel.
Anyone who is neither an Israeli citizen nor a permanent resident of Israel may only enter Israel by approval from the exceptional cases committee, if he her she wishes to enter Israel for any of the reasons listed above, or if any of the conditions below apply to him or her:
- Attending to humanitarian needs or special personal needs that require entry to Israel.
- Attending to the uninterrupted management of the State of Israel's foreign relations or security, subject to approval from the directors general of the Ministry of Foreign Affairs, the Ministry of Defense, or the Prime Minister's Office, depending on the matter
- Professional athletes, as defined in the activity restriction regulations, for purposes of attending a match, as well as companions essential for the athletes' participation in the match, provided that the Ministry of Culture and Sports director general has approved that this person is indeed essential, and provided that the committee has been convinced that their entry to Israel is essential.
- Anyone who is eligible for the status or for the rights of an oleh and whose aliyah could not be postponed.
Anyone who is the spouse of an Israeli citizen or a permanent resident of Israel, or the parent of a child who is an Israeli citizen or a permanent resident of Israel and who is neither an Israeli citizen nor a permanent resident of Israel himself or herself may enter Israel subject to approval from the exceptional cases committee and under the same limitations applicable to citizens or residents.
Application to the exceptional cases committee shall be through an online form that would be made available on the websites of the Ministry of Foreign Affairs, the Ministry of Health, the Prime Minister's Office, and the Population and Immigration Authority, as well as attached required documents.
- The exceptional cases committee shall be composed of representatives from the Ministry of Foreign Affairs, the Ministry of Interior, the Ministry of Health, the Ministry of the Diasporas, and the Ministry of Tourism
- The exceptional cases committee shall be headed by the Population and Immigration Authority, and the dispute (appeals) committee shall be headed by Minister Tzachi Hanegbi
- The committees shall be entitled to require applicants to present certificates or documents as proof for their application and for deciding on the matter
- Anyone who has already received a departure/entry certificate from a previous committee tasked with this matter is not required to apply for an additional certificate
- These restrictions are effective 7.2.2021 at 7:00 until Saturday, 20.2.2021.
