The Civil Service Commissioner supervises all civil servants, and is appointed by the government (Civil service law 'appointments', 1959).
The Civil Service Commissioner holds the authorities granted to him in accordance with the civil service laws, other laws, secondary legislations and other
governmental resolutions. The responsibilities of the Civil Service Commissioner encompass those set in government resolution 154 (27.12.1950).
- Approving the allotment of positions and authorities between and within administrative units.
- Determining, within the framework of government resolutions, promotions etc.; proposing to the various offices more efficient work methods, including proper technical arrangements.
- Establishing and maintaining training and education institutions for civil servants.
- Encouraging well-being services for civil servants, and supervising them on behalf of the government.
- Coordinating work conditions with local authorities, public institutions etc.
- Establishing administrative regulations for government institutions.
- Supervising legislations in the field of worker unions.
The Civil Service Commissioner and the Director of Wages in the Ministry of Finance are permitted to represent the government in any interaction stipulated in
clauses 4 and five of the state asset law (1951) which pertain to the following, and are permitted to sign contracts on behalf of the state in said interactions: pay,
salaries, work conditions for civil servants to whom the civil service law pertains, as well as part time employees.
The Civil Service Commissioner will submit a yearly (at least), detailed report of his actions to the government, and will receive continuous updates from the office
supervisors regarding all matters of human capital management. Wherever the civil service book of regulations stipulates that an action will be carried out by the
Civil Service Commission (CSC) or the Civil Service Commissioner, the inference is that the action is under the authority of the Civil Service Commissioner and he
may delegate said action to a CSC employee, an office or auxiliary unit supervisor.
