Minister of Communications
He served as a Member of Knesset for the Likud Party in the 15th, 16th, 18th and 20th Knesset.
In the 15th Knesset, Kara chaired the Special Committee on Foreign Workers. In addition, he served as a member on the Labor, Welfare and Health Committee, Internal Affairs and Environment Committee, Parliamentary Inquiry Committee to Examine the Implementation and Finance of the National Health Insurance Law, and the Special Committee for Discussion on the Security Service Law. Kara also served as Deputy Speaker of the Knesset. In the 16th Knesset, Kara chaired the Special Committee on Drug and Alcohol Abuse. He also served on the Finance Committee, Economic Affairs Committee, Education, Culture and Sports Committee, Special Committee on Drug and Alcohol Abuse, Committee for the Appointment of Madh’hab Kadis (Druze judges), and the Municipal Lobby.
In the 18th Knesset, Kara was appointed Deputy Minister for the Development of the Negev and Galilee.
He was also a member of the Knesset Christian Allies Caucus, and the Lobby for the Prevention of Illegal Immigration to Israel.
In the 20th Knesset, Kara was appointed Deputy Minister for Regional Cooperation. He served, once again, on the Committee for the Appointment of Madh’hab Kadis.
Kara was discharged from the IDF with the rank of Major.
Kara has a BA in law from Ono Academic College and an MA in public policy from Tel Aviv University.
He is a lawyer by profession and a frequent lecturer.
