Polling Stations to the Disabled
Election Day
Election Day as a sabbatical day

Election Day is designated as a sabbatical day, with the aim of enabling all voters to exercise their right to vote and to encourage the public to vote and use their influence.

Pursuant to the Basic Law: The Knesset, certain public services are designated to operate as usual on Election Day:
 Public transport services, parking lots and fuel stations
 Restaurants, cafés and kiosks, hotels and boarding houses
 Factories and agricultural plants where production is continuous
 Communications and media services
 Water and electricity plants
 Supply and transportation of fuel
 Theaters, cinemas and places of entertainment
 Press, radio and television
 Delivery of fruit, vegetables and dairy products
 Retail food outlets
 Baking and delivery of bread
 Security forces and emergency services
 Services that operate according a special format on Saturdays and public holidays will operate in such format on Election Day.

All employees of the above-mentioned services will have an opportunity to vote.

Voting procedure at the polling station

Stages of voting:

1. Voters identify themselves to the polling committee by means of their identity card.

2. The polling committee finds the voter’s name on the list of voters and hands the voter an official, empty, opaque voting envelope.

3. The voter enters the polling booth alone, and therein finds voting slips for every list of candidates. He selects the slip of the list of candidates to whom he wishes to give his vote and places the slip inside the envelope provided to him.

4. If there is no slip available in the booth for the list to which the voter wishes to vote, he may write his vote on a blank slip available in the booth and place the handwritten slip into the official envelope.

5. The voter leaves the polling booth and inserts the envelope into the polling box in the presence of the polling committee.

6. Following his vote, members of the polling committee stamp the attachment to the voter’s identity card with a special stamp denoting that the voter has voted, in order to prevent double voting.

Polling Committee

A polling committee is a committee that supervises the polling station and the voting procedure taking place therein on Election Day. To enable efficient execution and orderly administration of Election Day to the Knesset, the country is divided into polling areas. A polling committee is located in each polling area. The local polling committees are nominated by the regional elections committee under instructions from the Central Elections Committee.

At least three parliamentary groups of the outgoing Knesset must be represented on each polling committee. A list of candidates which is not a parliamentary group may send an observer to each polling committee.

Polling committee functions:
 To arrange and organize the polling station on Election Day and supervise proceedings therein.
 To ensure the orderly arrangement of voting slips in the polling booth.
 To identify voters arriving to vote.
 To provide voting envelopes to voters.
 To arrange the entry of voters to the polling station.
To stamp the identity cards of people who have already voted, in order to prevent double voting.
 To delete the names of voters from the list of voters for that polling station.
 To count the votes after completion of voting and deliver the material, including protocol, to the regional elections committee.

Receipt of Notice to Voters

The Notice to Voters is delivered to all Voters Registered in the Voters Register. The Notice includes details of the polling station where voters should register their vote, including address and location. The Notice to Voters is sent by post on behalf of the Minister of the Interior and its purpose is to enable voters to locate their polling station and verify that they are legally registered in the Voters Register.

The Notice to Voters is sent to citizens with voting rights 21 days prior to the elections, and delivered to the address registered at the Population Administration, Ministry of the Interior.

When is a slip disqualified?

 If any single voting envelope inserted into the polling box contains two slips or more of different lists, that envelope is disqualified and the slips therein are not counted.

 A voting slip that does not comply with the provisions of the Elections Law regarding size, color or print shall be disqualified.

 A voting slip bearing any mark other than the letter or name of the list shall be disqualified. 

 Any mark or item inside the voting envelope which may identify the voter shall result in disqualification of the envelope and the voting slip therein.

 Any envelope other than the one provided by the election committee shall be disqualified and the voting slip therein shall not be counted.

 Any envelope of a voter who voted at a special polling station (e.g. a soldiers’ polling station) and reached the Central Elections Committee more than one week after the elections shall be disqualified and the voting slip therein shall not be counted.

 Any envelope found outside of the polling station, which was not removed from the polling station by the authorized committee, shall be disqualified, including the voting slip therein.

 Any envelope that does not bear the stamp of two polling committee members shall be disqualified and the voting slip therein shall not be counted.

 Any blank white slip shall be disqualified.

Non-disqualification of slips: If any single voting envelope inserted into the polling box is found to contain two voting slips of the same type, the two slips shall be counted as a single vote.

Opening times of polling stations

Polling stations are open from 7:00 a.m. to 22:00 p.m.

In population centers with 350 residents or less, polling stations are open from 8:00 a.m. to 20:00 p.m.

Transport arrangements on Election Day

In order to enable all voters to exercise their right to vote, the State helps people who are far away from their designated polling station to arrive by public transport in order to vote.

By law, voters who are eligible for public transport are those who are located at a distance of over 20 km. beyond the bounds of jurisdiction of the center of population where their polling station is registered.

Details of where to obtain travel tickets for public transport will be published in the media close to Election Day.
