| What are the requirements for exchanging a foreign driving license for an Israeli license? |
The following requirements relate to categories of motorcycle, passenger car, and goods vehicles up to 15 tons only:
a valid foreign driving license, issued at least six months prior to entering Israel
medical and vision tests
vehicle control capability test
an applicant who has never held an Israeli driving license: your passport must be presented in order to confirm the date of entry into Israel and prove that you received your license overseas
A previous holder of an Israeli driving license: you must present proof of the period of time spent overseas and of entry into Israel (passport or extract of Israel entries and exits from the Interior Ministry). If you have held a valid foreign driving license for at least two years before entering Israel, you may request exemption from the vehicle control capability test. |

| May I drive in Israel using a foreign driving license? |
New immigrants, tourists, temporary residents, returning citizens (who have resided overseas continuously for at least one year) may drive in Israel using their valid foreign license, for the period of one year from their date of entry into Israel. The category of vehicle driven must match the category stated on the valid license and the age requirement must comply with the Israeli requirements for that category.
Regarding multiple entries and exits to and from Israel, each case will be considered separately. |

| What is the "vehicle control capability test"? |
The vehicle control capability test checks vehicle control and correct behavior on the roads. Waiting time for the test and the length of the test itself are comparatively shorter than the regular driving test, and the fee is half that of the regular driving test.
You may take the control capability test twice only. Failing a second time requires that you pass both the regular theory and practical tests. |

| Within what period of time can I exchange my foreign license for an Israeli one? |
New immigrants can exchange their foreign licenses within 3 years from their date of immigration to Israel or from the date of receiving immigrant status. Temporary residents or tourists residing in Israel can exchange their foreign driving licenses within one year of their date of entry into Israel, on condition they have reached the requisite age. |
